Die Messung von dem Skype Tool halte ich auch für "schwer brauchbar" weil hier scheinbar nur IPv4 verwendet wird, Skype scheint aber IPv6 zu nutzen, leider sind die Jitter Werte der einzige Anhaltspunkt den ich habe, Skype selbst spuckt leider null aus außer der roten Connection Bar.
Hier übrigens mal ein schönes Beispiel wo der Jitter Richtung USA auch ausschlägt:
